Technology improvements such as the use of Geographic Information Systems, allow numerous factors, including natural disasters, to be considered in making land-use decisions. Despite this, there are still various economic and political obstacles in implementing policies to prohibit, restrict, or even discourage development and redevelopment in high-risk areas.
